EXPERIENCE​

The reason I am running as an Independent Candidate is I was raised to treat everyone the same. Political affiliation should have nothing to do with law enforcement or how people are treated. I would want someone to treat me or my family with respect if when dealing with them if the roles were reversed, so they is how I treat those I come in contact with on a daily basis.

The Office of Constable is a position that I have pursued for a long time. The position of Constable is one that has been held by many fine men over the years, including my grandfather, James Moulds, who was Constable back in the mid-60’s.

 

I first ran for Constable in 2003 against the longtime incumbent, Milton Smith. At the time I was employed with the Forrest County Sheriff’s Office as a Correctional Officer and was just getting into Law Enforcement. Milton Smith was re-elected Constable.

 

In 2007 I ran again, this time the incumbent was not running. At this time I was employed by the Laurel Police Department. They gave me the opportunity to become a fully certified law enforcement officer by sending me to the Mississippi Law Enforcement Training Academy, which I graduated from in 2004. I ran against another more experienced officer, who was also employed at Laurel Police Department at the time, Mitch Sumrall, who ended up winning the Constable election.

 

Mitch Sumrall did not seek reelection and I ran again for Constable in 2015, at which time I was employed by the Jones County Sheriff’s Department. There were eight (8) candidates vying for the Constable position during this election. Mike Sumrall was the eventual winner and elected Constable. He held the position until this election, at which time he chose not to run for reelection.

 

I am once again seeking the Office of Constable. I have over 22 years of Experience in Law Enforcement, 14 of those years have been serving with the Jones County Sheriff’s Department.​

These are two men that preceded me in this profession, although they both passed away before I began my career I can only hope to influence and help as many people as they did during my career.

 

  •  My grandfather James Moulds  was a Constable in Jones County back when they had a Constable for each Beat, he was Beat 5 Constable.

  • My Uncle Arlon "Ott" Moulds was Chief of Police for Hattiesburg Police Department in the Mid-70's and then was Lead Investigator for the Forrest County DA's Office before he retired.

Reasons I believe I am the most qualified Candidate for Constable - District 1:


1. Dedicated to serving and protecting the community - Life Long Resident of Jones County with 14 years serving with the Jones County Sheriff's Department
2. Proven track record of serving as a first responder and solving problems in the community - I have worked hundreds of criminal cases leading to the Arrest and Conviction of multiple Drug Dealers
3. Strong understanding of local laws and regulations - Over 22 Years of Law Enforcement Experience.
4. Strong communication and interpersonal skills to help build relationships with community members
5. Willingness to work closely with other Agencies and listen to and address the concerns of any/all citizens in my District - I have worked with multiple other State and Federal  Agencies during my career.
6. Commitment to ongoing training and professional development to stay up-to-date on best practices in Law Enforcement - I continue to learn and train by taking classes when they become available.
7. Proven ability to maintain a high level of integrity and professionalism at all times - I have years of training learning through experience and working with other more experienced Law Enforcement officer.
8. Strong dedication to serving the community and ensuring fair and equal treatment for all - I was raised to treat everyone the same no matter who they are and I have followed that creed over the last 22 years.
9. Willingness to work with community organizations and leaders to build trust and improve community-police relations.
10. Committed to transparency and accountability in all actions taken as a Constable - I will be available to the citizens by phone when needed and will help be a visible presence in the community to help deter criminal activity.

I have attended and completed hundreds of hours of training & classes. Also we attend numerous refresher classes over the year to keep up to date on training. I have worked in just about every aspect of law enforcement during my career such as: Corrections Officer, Patrol, K9 Handler, Shift Supervisor, MBN Contract Agent, Narcotics Investigator, and Criminal Investigator over the past 22 years. During that time i have worked with many State and Law Enforcement Agencies over the course of my career on a variety of cases. These agencies including: Mississippi Bureau of Narcotics, Alcohol Beverage Control, Federal Bureau of Investigation, Drug Enforcement Agency, and Alcohol Tobacco & Firearms.
